YES!!! I can notarize a document using Remote Online Notarization (RON) for someone who is physically outside of the United States, as long as Tennessee requirements are met.
Under Tennessee law, a Remote Online Notary may perform a. notarization for a signer located outside the United States if:
I (the Notary) am physically located in Tennessee at the time of notarization.
The notarization uses an approved RON platform (and I do).
The signer passes identity verification (credential analysis plus knowledge-based authentication, if required)
The record/document relates to: a matter to be filed in the United States, or property located in the United States, or a transaction substantially connected to the United States
